The state is awarded permanent custody of five of their children.
The attorney for Gloria Ramirez says the settlement allows her client to continue to work with CPS to try to eventually regain custody of those five children.
The Anthony Moya and Gloria Ramirez parental rights are terminated for their two other children.
Investigators say the situation came about when Ramirez had stored her miscarried fetus in a refrigerator, then called a funeral home inquiring about a casket.
The seven children, ages 11 months to 9 years have been in foster care since their removal from the home in July of 2007.
Court records confirm criminal cases against Ramirez and Moya are still pending.
