Man Accused of Sexually Abusing Former Foster Child

Crime Stoppers of Houston and Harris County Sheriff's investigators are asking for help from the public to find a man they say sexually assaulted his former foster child.

Donovan Lee Lunford, 29, is accused of repeatedly touching his former foster son inappropriately and sexually assaulting him between August and October 2008, in his home at the 300 block of Normandy Street.

Harris County Sheriff's investigators filed two charges of indecency with a child against Lunford on Nov. 4. Bond for Lunford has been set at $30,000 for each charge against him.

Lunford is an African-American male who stands 5-8 and weighs 200 pounds. He has black hair, brown eyes and has been known to wear glasses. Investigators believe Lunford is still in the Houston area.

Estella Olguin from Child Protective Services tells FOX 26 News that child abuse cases in foster homes are rare. Such incidents take place in less than one percent of foster homes.

Olguin confirmed that Lunford is not a relative of the 12-year-old boy and was licensed by a private agency in 2005 to act as a foster parent for the boy and four other boys in his home. She said Lunford may have requested that the 12-year-old boy be moved to another home.

After he was moved to another home, the boy accused Lunford of the abuse. CPS has moved the other four boys who lived with Lunford out of his home in late October. None of those children have yet to accuse Lunford of any wrongdoing.

Private agencies, such as Alliance which licensed Lunford, are supposed to conduct home studies and criminal background checks so that CPS can conduct welfare checks on the foster parents.
